Administration
and Financial Section
This section deals with the day-to-day running of
the Ministry:
- Dealing with
administrative and personnel matters
- Dealing with financial
matters such as payment of salaries, allowances as well as revenue
collection
- Preparing annual budget
and development projects
- Handling office
equipment, furniture, stationery, and etc.
There are several important committees
established to undertake specific responsibilities in which this
section becomes the secretariat. They are:
(a) The Network of
Management Committees
There are three levels of committees set up to
coordinate and integrate various efforts in management as to ensure a
harmonious and integrated approach and to resolve issues and problems
that arise: Dialogue with the Minister, Heads of Department's Meeting
and Senior Official's Meeting within every Department.
(b) The Mini Tender Board
As in other Ministries, this committee is set up to consider all
tenders amounted to $150,000 and below.
(c) The Information Technology Committee
The Committee is the focal point to all computer applications from the
Departments. It is also responsible in evaluating IT projects and
promoting systems that are required by the Departments.
(d) The Human Resource Development
Committee
This Committee focuses on Human Resource Development as well as
training and attachment needs. It is also responsible in providing the
succession planning of the Ministry.
Efforts made to increase the effectiveness of the Section:
- Computerised Personal
Information System and Calculations for Leaves System
- Websites
- The establishment of
Human Resource Development and Training Unit
- The establishment of
Internal Audit
- The revival of Action
Teams for Quality Control Circle (QCC)
Through this section, the Ministry is embarking
on a journey towards developing a culture of excellence by creating a
public service which is efficient, effective and innovative; a public
service which is highly disciplined with the highest standards of
integrity and a public service which is action-oriented,
people-oriented and customer-focused. The Ministry wants to change not
only the structure, system, process and tradition, but also the values
and mindset of the whole workforce, from the top to the bottom.
The administrative improvements will consist of the following items:

Procedures
- Use of Information
Technology
- Financial Management
- Review of Organizational

- Strengthening the
Public-Private Sector Relation

These administrative improvements will focus on
the inculcation of excellence.
